On January 8, 2024, the Civil Service Commission (CSC) released Memorandum Circular (MC) No. 1, s. 2024, which outlines the guidelines for the grant of the Productivity Enhancement Incentive (PEI) for Fiscal Year 2023. The PEI is a one-time benefit provided to government employees to recognize their efforts in improving the productivity and efficiency of public service. Under this circular, all civilian government employees, regardless of their employment status (e.g., permanent, temporary, casual, contractual), who have rendered at least four (4) months of service as of November 30, 2023, and are still in government service as of December 31, 2023, are eligible to receive the incentive.
The PEI, amounting to PHP 5,000, is granted to employees who have met the performance targets and requirements set by their respective agencies. The CSC, in coordination with the Department of Budget and Management (DBM), ensures that the distribution of this incentive aligns with the government's overall compensation policies and budget allocations. This annual incentive underscores the government's commitment to motivating its workforce and fostering a culture of high performance and public accountability.
