On January 8, 2024, the Civil Service Commission (CSC) issued Memorandum Circular (MC) No. 2, s. 2024, which provides the implementing guidelines for the grant of the Service Recognition Incentive (SRI) for Fiscal Year 2023. The SRI is a one-time benefit authorized by the President of the Philippines to recognize the valuable contributions and dedicated service of government employees. Eligible recipients include civilian personnel in national government agencies (NGAs), state universities and colleges (SUCs), government-owned or -controlled corporations (GOCCs), and local government units (LGUs).

To qualify for the SRI, an employee must have rendered at least four (4) months of total or aggregate service as of November 30, 2023, and be in government service as of December 31, 2023. The amount of SRI is typically up to PHP 10,000, subject to the availability of funds and specific guidelines issued by the Department of Budget and Management (DBM). The CSC, in collaboration with the DBM, ensures the proper and timely release of this incentive, affirming the government's appreciation for the unwavering commitment of its public servants in delivering essential services to the Filipino people.
