On January 8, 2024, the Civil Service Commission (CSC) released Memorandum Circular (MC) No. 3, s. 2024, which details the guidelines for the grant of the Collective Negotiation Agreement (CNA) Incentive for Fiscal Year 2023. The CNA Incentive is a one-time benefit granted to government employees who are members of accredited employees' organizations that have successfully entered into a CNA with their respective agencies. This incentive recognizes the joint efforts of management and employees in achieving cost-cutting measures and productivity improvements.

To be eligible, the agency must have achieved savings from its Maintenance and Other Operating Expenses (MOOE) and have fully implemented the provisions of the CNA. The amount of the CNA Incentive is determined by the savings generated and is typically capped at a certain percentage of the basic salaries of the qualified employees, as stipulated in the CNA itself and relevant DBM circulars. The CSC, in conjunction with the Department of Budget and Management (DBM), ensures that the grant of the CNA Incentive adheres to established rules and promotes harmonious labor-management relations within the public sector, encouraging efficiency and fiscal prudence.
