In April 2024, particularly around April 18, the Civil Service Commission (CSC), through its Chairperson Karlo Nograles, reiterated its strong warning to the public against fixers and scammers who claim to offer 'sure pass' services, 'leakages,' or guaranteed slots for the Civil Service Examination (CSE). The CSC emphasized that these offers are fraudulent and that the examination process is strictly confidential and secure. The CSC's Anti-Red Tape Act (ARTA) unit and other enforcement agencies are continuously monitoring and investigating such illegal activities.

Chairperson Nograles urged applicants to only rely on official CSC announcements and to report any suspicious activities to the nearest CSC office or law enforcement authorities. He stressed that passing the CSE is solely based on an examinee's merit and preparation, and there are no shortcuts or special arrangements. This public advisory aims to protect aspiring civil servants from falling victim to scams that not only defraud them of money but also undermine the credibility and fairness of the civil service eligibility system, which is a cornerstone of good governance in the Philippines.
